Some may find this statement strange despite it being the true reality and that is that the idea of an Islamic Emirate as understood by the Jihaadi Salafi movement poses a danger within the Islamic project.

The Islamic Emirate does not have a Shar’i basis and it is a counter-productive idea politically and this has been confirmed in the examples in which this idea has been represented.

No shape of ruling or form of authority has been reported from the Nabi صلى الله عليه وسلم except for the Khilafah. The idea of an Emirate does not mean anything according to the Islamic concept outside of the framework of the Khilafah. We are discussing here the issue of the rule and not Islamic groups which are present here and there. The Shar’a has affirmed that the Muslims are one Ummah and that it is not permitted for there to be more than one human Jamaa’ah according to the political understanding. This is not the Jamaa’ah in the meaning of a Hizb (political party) as it is permissible for there to exist a number of political parties at one time. I am speaking here about the concept of the Islamic Jamaa’ah that has been mentioned in the Prophetic Ahaadeeth such as: “It is obligatory to hold fast to the Jamaa’ah of the Muslims and their Imaam.”

So when the work is done to establish the Islamic authority or Islamic rule then it is obligatory to know that the only form that can be considered is that which the Shar’a has affirmed and approved of and that which the Nabi صلى الله عليه وسلم explained, and this is the Khilafah. The Khilafah in its description as the general leadership for all of the Muslims without paying any regard to the region, borders, people or race. As such it is not permitted to reduce the Islamic project and shrink it to be a rule or authority in a deformed manner here and there where it does not possess any of the essential elements or prerequisites required for its success and thereafter when it fails attempts are made to link its failure to Islaam.

Some have after seeing the success of the Islamic project in a land or after seeing a vacuum or weakness in the authority rush to gain control over a town, city, province or even an afflicted land so as to announce within it the birth of ‘Islamic rule’ or an Islamic Emirate as if states are founded by their mere announcement alone.

This is similar to the example of the person who has was unable to have children for many years and then when his wife became pregnant he was unable to take control of himself. He cannot wait to see the child after waiting for so long and so he resorts to a caesarean section in the fifth or sixth month of pregnancy. These are good emotions but nevertheless murderous and destructive.

Sheikh Bin Laden said: “And as for the matter of establishing states before completing the essential elements or prerequisites of its success then I say: It appears to me that proper reflection in the matter makes clear that establishing states before the completion of the conditions of its success, is in the majority of times a cause of failure for the work.”

Any state requires essential elements or prerequisites for it to stand firm and continue. It is not enough to have belief in its justice for it to be established on the earth but rather it is necessary for it to have the essential material elements and this understanding applies to the Islamic State and its establishment.

When the Messenger of Allah صلى الله عليه وسلم was working for the establishment of the Islamic State he did not grab at any opportunity that was offered to him to establish his state. Rather he rejected for it to be established upon a land that does not fulfil the essential elements that were required for the success of the project. It has been related from the Nabi صلى الله عليه وسلم that he offered himself once to Bani Shaibaan asking for the Nusrah (support) from them and a discussion took place between him صلى الله عليه وسلم and them in which the Messenger صلى الله عليه وسلم which showed that he صلى الله عليه وسلم was looking for an entity that had the elements required to form a powerful state.

The following is a part extracted from this discussion:

Abu Bakr asked: “What is your number?” Mafruq replied “We are one thousand in number and one thousand is no little figure.” Abu Bakr continued “What about the Manaa (power/defense) amongst you?” Mafruq answered “We always struggle, for every nation is bound to struggle.” Abu Bakr further enquired “What about the result of the battles between you and your enemies?” Mafruq responded, “When we fight we are in one of our furies and the battle is enraged…. We prefer our horses to our children and we prefer weapons to milking animals. So far as the victory is confirmed it is from Allah.”

The discussion then moved on to Al-Muthannaa and he was showing readiness to the invitation. ”We have a treaty with Kisra (Emperor of Persia) due to which we are staying here (i.e. their land between the valleys of Yamamah and Samawah). According to the treaty we are not authorised to raise any new movement or give asylum to any such person who initiates a new movement and I see that that which you are inviting to may be hated by the kings…So if you desire that we support you and aid you against the Arabs then we are ready for that”.

It can be noticed in what Al-Muthannaa said that he offered the Nusrah but it was not complete and unrestricted and they saw that they were unable to stand up against the Persians and not powerful enough to face them whilst at the same time considering themselves capable of dealing with the Arabs with complete confidence.

And then came the response of the Nabi صلى الله عليه وسلم who said: ”You have not wronged us in your reply when you spoke clearly and honestly, but verily the Deen of Allah ‘Azza Wa Jalla will never be helped except by the one that takes hold of it from all of its sides. Do you see that if you were to wait just a little until Allah causes you to inherit their lands and homes and endow you with their women? Would you then praise Allah and sanctify Him?” An-Nu’maan Bin Shareek (from amongst the leaders) said: “O Allah you would have that”.

So this is a clear rejection of the offer because it did not include the assurance of security from all of its sides but rather a deficient and incomplete security and this is what the Islamic project cannot accept or any other serious project.

It is necessary for the Islamic State that is desired to be established today to possess the essential elements and prerequisites that allow it to remain so that it is capable of defending itself from any external threat. This is especially the case where all of the disbelieving states oppose the Islamic project and struggle against its return night and day. So what is required is the realization of the reality that the Shar’i Hukm is applied upon according to what is most probable. This is because the understanding of power and strength is relative however it is necessary to achieve the minimum level of strength according to the least amount of doubt which would prevent enemies from overpowering it and for it to remain and continue, and indeed for it to expand and spread to the entire Islamic world.

O Allah, make our Deen firm for us, do not take us away from your path and do not exchange us for others, and grant our eyes the sight of the promised Khilafah on the path of the Prophethood.

The second bomb exploded 15 minutes later. First, the Russians said the bomb was in a trash can. Later, they reported that a second car, a white VAZ-2108, exploded.

It seems that the first explosion was a kind of bait.

The second car exploded after curious police puppets came to the scene to have a look at what was going on. The second explosion caused most fatalities, injuries and damage to the enemy.

Local and Russian censored media report 30 enemy vehicles were damaged or completely destroyed. The explosions also killed 8 and injured 44 puppet police and bailiffs.

As is widely known, Russian terrorist invaders and their puppets always understate their fatalities and casualties.

In his Friday sermon last week, which took place in the mosque of Imam Turki bin Abd al-Aziz, Aal ash-Shaikh spoke about all kinds of “treasons” and “betrayals”.

Touching the issue of commercial and banking transactions, the “mufti” drew attention to Syria. According to him, the desire of young people to enter the jihad may be regarded as a “treason” to the Saudi regime.

“Yesterday, in his Friday sermon in the mosque of Imam Turki ibn Abd-al-Aziz in Riyadh, the mufti said that among there were those who betrayed their community and country by inciting people to take action that leads to humiliation and difficulties for their own country. He explained that these were the people who incite the youth to join the Jihad, and that they did not know the consequences and dangers awaiting”, writes Al-Eqtisadiah”.

For its part, Al-Watan adds that, according to Aal ash-Shaikh, the calls for Jihad separate the “pastor” (i.e., the king) from the “flock”, and this, they say, is a real “betrayal”.

It is to be recalled that a few weeks ago, most prominent palace scholars, including “mufti” Abdul-Azeez Salih Fevzan, visited the palace of king Abdullah in Riyadh, where they met senior Saudi officials. The meeting was filmed on a video and photographed.

At the meeting, the king offered to execute those calling Muslims to Jihad in neighboring Arab countries.

“It is unfortunate that there are some people who are exposing youth to danger, and prison sentences are not enough for them. These people want to lure children and lead them astray”, said Abdullah, addressing the meeting of palace scholars.

“I think they deserve a severe punishment”, Arab News quoted the Saudi king saying.

Not long ago, the Saudi palace “mufti”, Abdul-Azeez Aal ash-Sheikh, urged Arabian Muslim youth not to join the Mujahideen in Syria because “it is unknown under which banner they are fighting”. Aal ash-Sheikh said that “it would be better” to send money to Syrian Muslims or just “make a prayer”.

It is to be noted, that everybody long knows that the banner under which the Mujahideen are fighting in Syria is a black flag with the words “La ilaha illa-Allah/There is no God but Allah”. That is not news.

Meanwhile, in another interesting development. the Saudi regime supported a democratic group called “Syrian National Council (SNC)” which was condemned by all Syrian Mujahideen.

The Saudis supported the group twice: first, in November 2012 a SNC gathering, and then in March 2013б within the framework of an Arab League gathering.

Riyadh called Syrian pro-western democrats, who are supported by America, Britain and France, “the only legitimate representatives of the Syrian people”.

A ground-breaking report examining the experiences of nearly 50 British women of all ages, ethnicities, backgrounds and faiths (or no faith) – who have all converted to Islam – was launched in London yesterday by the University of Cambridge.

The report (http://bit.ly/12tv0YM), produced by the University’s Centre of Islamic Studies (CIS), in association with the New Muslims Project, Markfield, is a fascinating dissection of the conversion experience of women in Britain in the 21st Century.

The first forum of its kind held in the UK, the study concludes with a series of recommendations for the convert, heritage Muslim, and wider British communities. The 129-page report also outlines the social, emotional and sometimes economic costs of conversion, and the context and reasons for women converting to Islam in a society with pervasive negative stereotypes about the faith.

Project Leader and Director of CIS, Yasir Suleiman, said: “The consistent themes flowing through the report is the need for increased levels of support for the convert community – and the converts’ own potential to be a powerful and transformative influence on both the heritage Muslim community and wider British society.

“Another of the recurring themes was the overwhelmingly negative portrayal of Muslims and Islam in the UK media and what role the convert community might have to play in helping to redress the balance.

This report seeks to dispel misapprehensions and misrepresentations of female converts to Islam.”

A key revelation of the study was the heavily disproportionate attention, bordering on obsession in some cases, given to white, female converts to Islam by both the Muslim and non-Muslim communities alike.

This is often to the detriment of African-Caribbean converts, thought to be the largest ethnic group of converts to Islam, who are often ignored and left feeling isolated by both the Muslim and non-Muslim communities.

Added Suleiman: “White converts can be regarded as ‘trophy’ Muslims and used in a tokenistic fashion by various sections of society, including the media. African-Caribbean converts remain largely invisible, uncelebrated and frequently unacknowledged. They can feel like a minority within a minority and this is something that must be addressed. I found this part of the conversion narratives hardest to bear.”

Meanwhile, the project also reveals the complex relationship between female converts and their families, ranging from exclusion, disbelief and denial – to full and open acceptance of their faith. It also brings to light responses of converts to issues of sexuality and gender including homosexuality, ‘traditional’ roles of women and transgenderism.

Project Manager Shahla Suleiman said: “Considering the stereotypical and largely negative picture Islam has in the media and society at large, and considering that quite a lot of this revolves around the position of women in Islam, we wanted to understand the seemingly paradoxical issue of why highly educated and professionally successful Western women convert to Islam.

“The basis of conversion is faith and spirituality – but conversion is also a social phenomenon that has become political. In this sense, conversion concerns everyone alike in society.

“The debate is just starting and we need to have more informed studies about conversion to Islam that directly address public interest and concern. The struggle for a better future relies on overcoming the politics of exclusion and absolute difference based on an ideological dislike for multiculturality, not just multiculturalism. Fear of immigration, Islam and conversion to it are a proxy for views on race, prejudice, anxiety and fear.”

The converts explored the issues of women’s rights and dress etiquette at some length, with the issue of wearing the hijab and other Islamic forms of dress heavily discussed. Although all views were represented in the debate, a common approach among many coverts was the adaptation of Western style dress to accommodate Islamic concepts of modesty and decency.

Women’s rights are a highly charged political issue within Muslim communities and while participants were not unanimously supportive of feminism as defined in the West, the need to raise the status of women within Muslim communities was fully acknowledged. Attempting to realise the practise of these rights has proven more difficult to achieve. Participants were especially critical of the concept of Sharia Council/courts operating in Britain in terms of the courts’ potential to jeopardise the rights of women.

The report says: ‘Converts serve to confound and challenge negative racist or clichéd narratives depicted in the media of heritage Muslims because their culture and heritage is intrinsically reflective of British culture.

‘But we also find that not all conversions are equal socially in the eyes of some members of the heritage Muslim community. The conversion of white women seems to be more socially valued than African women by some. There is also greater depth to the hijab than is thought to be the case among heritage Muslims and the non-Muslim majority in Britain. There is a distinction to be made between wearing the hijab and being worn by it. This puts the convert women in control. The hijab signals modesty, but it is not intended to hide beauty.’
